Manfred Boudreaux-Dehmer

Former Chief Information Officer (CIO) and Single Point of Authority for Cybersecurity (CISO), NATO

Dr. Manfred Boudreaux-Dehmer was the inaugural Chief Information Officer (CIO) and Chief Information Security Officer (CISO) of the North Atlantic Treaty Organization (NATO). He reported to NATO’s Secretary General with principal responsibility for realizing the Allies’ vision for IT in support of NATO’s purpose to safeguard freedom and security for one billion people in 32 member nations. One of his main priorities was advancing digital transformation and cybersecurity for 57 entities and 30,000 users in the NATO Enterprise with a €1 billion innovation budget. He directed the implementation of a comprehensive cyber resilience program to prepare the Alliance to deal with ever-increasing threats by also utilizing novel Artificial Intelligence solutions in NATO’s defensive cyberspace operations.

Prior to NATO, Manfred directed all global IT operations for Sierra Wireless in Vancouver, Canada for eleven years where he provided the technology that supported the company’s fourfold stock price increase. Before that, he spent 20 years at Hewlett-Packard (HP) and Compaq Computer Corporation in various leadership roles.


Manfred has an MBA from Duke University, North Carolina. He holds a Master of Science (MSc) in Business and Management Research and a Doctorate in Business Administration from the University of Reading, UK.
